«How to cook porridge from a digital axe in the public sector». Results of the study of barriers to the implementation of government information systems
Abstract
This article examines common errors and risks associated with the implementation and operation of government information systems (GIS). It explicitly identifies unresolved issues that are common during the implementation of digital services in the public sector. The paper analyzes the challenges and barriers encountered during GIS implementation at various quality levels and presents possible ways to overcome them by leveraging existing resources. This paper is instrumental in nature, as the presented list of common errors and risks can be used in practice to develop checklists or control lists for eliminating common errors and risks during the development and implementation stages of government information systems. For ease of navigation, a general table describing barriers to GIS implementation and operation, as well as ways to prevent or circumvent them at each system level, is provided at the end of the article. The key points of the paper are illustrated with examples from the practice of digitalization of government agencies. The article was prepared as part of a competition for scientific articles among employees of the RANEPA branches.
